RiskGuard Fix: Notification Feature

Add a Notification system for the various features such as

• When a user adds a Risk.

• When a user starts an Audit.

• High Risk Alerts: Automatic alerts for critical/high risks to both risk owner and creator.

• Overdue Alerts: Notifications for risks past target date to both risk owner and creator.

• Notification tracking (prevents duplicate alerts).

• "Send Alerts" button for manual trigger.

• Email includes: risk title, level, description, mitigation strategy.

• Smart notification system (only sends once per condition).
